["Ministry rejects local kindergarten proposal," The Chief, Feb. 26].

We now recognize that the years from birth to six are critically important in shaping a child's capacity and enthusiasm for learning.

These years were always thought to be vital to human development and new technological advances in brain research further support this.

We also know that it is not genetics alone that determines human development. Nature provides a complex system of brain circuitry, but it is external forces such as diet, surroundings and stimulation that determine how the circuits are wired.

The early wiring of the brain is critical to young children's development. Early brain development affects all aspects of children's development including moral and social development.

At the age from three to six a child has a very absorbent mind. By exposing children to simple numbers and letters at this young age, most children will easily read and do simple addtion and subtraction by the age of five.

It comes to them with little effort. I have seen it happen over and over again at my school. Having exposure to concrete learning experiences will give a child a foundation for all later learning.
